For over a decade, the dangers from restraint and seclusion have been well known and documented. Reports and studies have shown that students and staff are safer when positive interventions and supports, rather than restraint and seclusion, are used in schools.

AB 2616 protects the interests of the State in conserving fiscal resources, school administrators in having some limited discretion to address a student's needs based on the facts presented, and students and families in having school districts try to address the root causes of the attendance problem before proceeding with criminal sanctions.

The Education Code – Relating to Pupil Discipline

June 12, 2012
AB 2537 makes several common-sense changes to existing law. Mandates under existing law have restricted the discretion of school districts to utilize other means of discipline in appropriate circumstances, have resulted in the expulsion and removal of children in cases that do not warrant expulsion, and have also resulted in significant state costs, up to $10 million annually.

UN Convention on the Rights of Persons with Disabilities

The CRPD is a non-discrimination treaty seeking to achieve the same goals as the Americans with Disabilities Act (ADA) and other existing disability laws in United States: to empower individuals with disabilities to achieve economic self-sufficiency, independent living, inclusion and integration into all aspects of society.

Health Equity and Accountability Act

The Health Equity and Accountability Act recognizes that additional steps must be taken to specifically address health care disparities and provides additional tools necessary to address and eliminate health and health care disparities experienced by minority and underserved communities. It is an important move towards creating a sustainable health care system that can pave the road to health equity.
